1. Prepare and present various support budget proposals and research document
2. Preparing and approving the sector's long and medium term development plan document with the participation of stakeholders.
3. Prepare and approve the sector's annual physical plan, drawn from the ten-year master plan and the five-year strategic plan.
4. Coordinate the preparation of performance feedback for woredas in collaboration with relevant stakeholders. Monitor, evaluate and evaluate the performance of non-governmental organizations.
5. Prepare and approve a financial plan that can be used as a starting point for the annual physical plan.
